Wind Prospect Developments Ltd developed and constructed the operational thirteen turbine Burnfoot Hill Wind Farm in Clackmannanshire. Since receiving planning permission for the Burnfoot Hill Wind Farm in 2007, it become apparent that there was scope to extend the existing project on to adjacent land. Wind Prospect submitted three separate planning applications in November 2011 to Clackmannanshire and Perth & Kinross Councils for the Rhodders Wind Farm (nine turbines in Clackmannanshire), Frandy Hill Wind Farm (seven turbines in Perth & Kinross) and the Burnfoot Hill Wind Farm Extension (two turbines in Perth & Kinross). The sites are located approximately 4.5km north of Tillicoultry and 5.5km south of Blackford.

Combined, the proposals consist of eighteen 2MW wind turbines, each with 61m high towers and blades that are 41m long, giving an overall maximum height of 102m; the same as the operational wind turbines on Burnfoot Hill. The proposals also comprise additional infrastructure including internal access tracks, crane hardstandings, two switchgear buildings and two permanent wind monitoring masts.

Rhodders and Burnfoot Hill Extension were consented in 2013.
